Jing Degang

Jing Degang is secretary of the Party Committee and president of the Open University of China (OUC). He presides over the overall work of the OUC Party Committee and the university administration. He is also in charge of the university’s auditing work.

Cao Guoyong

Cao Guoyong is deputy secretary of the OUC Party Committee (at the departmental level). He presides over work related to fostering virtue through education, ideological and political education, ideology as well as publicity and united front work. He is also in charge of the Department of News and Public Information (News Centre) / the United Front Work Department, and the School of Marxism.

Ju Chuanjin

Ju Chuanjin is a member of the OUC Party Committee and OUC vice president (at the departmental level). He presides over work related to reform and development, rural revitalisation, scientific research management, non-degree education, asset management, logistics and security, and university-owned enterprises. He is also in charge of the Office of Reform and Development (Office of Scientific Research Management), the Faculty of Forestry and Medicine (School of Rural Revitalisation), the Department of External Education and Training (MOE Research and Training Centre for Community Education), the Asset Management Department, the Department of Logistics and Security, the Asset Management Corporation, and university-owned enterprises.

Liu Chen

Liu Chen is deputy secretary of the OUC Party Committee. He presides over work related to Party construction, human resources, mass organisations, and elder education. He is also in charge of the General Office of the Party and Administration/President’s Office, the Human Resources Department, the University for Older Adults, the Retirement Office, and the Labour Union.

Liu Xianghong

Liu Xianghong is deputy secretary of the OUC Party Committee and secretary of the OUC Discipline Committee. She presides over work related to discipline inspection and student and teacher affairs. She is in charge of the Department of Discipline Inspection and Audit, the Department of Student Affairs and Teacher Development, the Faculty of Humanities, and the Faculty of Political Science and Law. She also manages the Secondary Technical School.

Li Song

Li Song is a member of the OUC Party Committee and OUC vice president. He presides over work related to teaching, learning resources, quality monitoring and control, IT application, and the credit bank. He is in charge of the Academic Affairs Department (MOE Vocational Education Steering Committee Office), the Learning Resources Department (Digital Library), the Department of Quality Monitoring and Control, the Information Technology Department (Engineering Research Centre for Technology Integration and Application of E-Learning, Ministry of Education), the Credit Bank (Learning Outcomes Accreditation Centre), the Faculty of Science and Engineering, the Faculty of Education, and the Experimental School.

Fan Xianrui

Fan Xianrui is OUC vice president. She presides over work related to lifelong education research, IT application, finance, foreign affairs and secondary technical education and is in charge of the Lifelong Education Research Institute, the Information Technology Department (Engineering Research Centre for Technology Integration and Application of E-Learning, Ministry of Education), the Finance Department (Settlement Centre), the International Department (Chinese Language Centre), the Faculty of Economics and Management, the Faculty of Foreign Languages , and the Secondary Technical School.
